This vehicle hit the rear drivers side quarter panel of my vehicle while they were attempting to parallel park. Damage to both vehicles matches absolutely. After contacting the owner they refused to accept responsibility, lying about the vehicle even being there at all. This happened on 4th Ave S and Main downtown Seattle.

These dirtbags yelled at us to show them our "titties" whilst stopped at a light. The driver was also clearly smoking pot at the wheel.

The owner of this vehicle has extreme dark tinted windows and an extremely dark times tented plate blocker both are used to obscure the plate number and number of occupants of the vehicle in an attempt to use the HOV lane and get out of Photo Tickets.
At BofA in Port Orchard at around 9:15am he darted towards the ATM parking spot at a high rate.

On 4/22/2016 at around 4:50 pm on Westbound Washington State Highway 16 in Gig Harbor area.
This driver was changing lanes without using a turn signal while weaving into and out of traffic.

This car drives around neighborhoods, stopping by houses, with head and rear lights off at Kent, Washington. He drove around my neighborhood 3 times. I followed him and he parked. Called the police; i guess he was free to go because 30 minutes later, i see him driving around my neighborhood twice, as I do one last scan around my neighborhood. I believe it is a silver 4 door, toyota. I didnt catch the model.
