The owner of a dark Honday Civic, plate AAJ9401 was angry that he could only go 5 over on a military rd. So on Perimeter RD on JBLM, the jerk crossed the solid double yellow and then proceeded to brake check for 15 seconds.

Whoever parked this is car is blatantly in putting others in danger. His wheel is in the other spot, HIS CAR IS PRACTICALLY TOUCHING THE OTHER CAR!!!

Was this in portland oregon, I-5 Northbound? Where the carpool rule kicks in between hours 3PM-6PM, Mon-Fri? If not, then it's legal.
