I was stuck behind this driver over in Vermont for about 15min.
The entire time he was tailgating the car ahead of him despite that car going 35 on a 25, and tapping on his brakes like a tap dancer.
In those 15min I've seen both the driver and his passengers litter a total of 4 times.

Female driver was super high going 70 mph on a highway, drifted into the other lane and hit a car going the opposite direction. Driver was so high she didn't even know what happened and passed out in the back of the cop car.

Drove straight through red light heading westbound on Denny at Broad in Seattle and nearly mowed down pedestrians crossing in the crosswalk.
