It aggresively passed 3 cars at around 45 mph in 30 mph zone. After the road merged into one single lane, it slowed down to 20 mph blocking traffic.

Behind me in car with single right headlight on, then switched to left headlight on and right headlight off. The driver was looking down and obviously doing this. Then the two headlights came on. What does this mean? Didnt realize it was a washington plate.
