He was speeding down the the street and my neighbor yelled to slow down. On another occasion I motioned to slow down, but it went ignored.

jerk passed her going really fast using the middle turning lane. She also mentioned he came out of no where. She saw him turn into a neighborhood a few blocks from us

There was nobody behind me going into the last few curves and by the time I got to Hilcrest he was on my tail and then passing me. I was doing 40 and it was like I was standing still..
