Shown here in picture fully parked in fire lane. Not sitting or pulled over, they parked and proceeded to enter supermarket (presumably to shop)
Besides this incident I have seen this car multiple times speeding through this parking lot and running through the stop signs and crosswalks.

rte 17 in Binghamton. He was tailgating me, then whipped in front of me and kept slamming on the brakes going 45-52 mph in a 55 mph, then also in a 65 mph zone! No matter what lane I got in so did he.

Driving like a maniac in a blue vehicle, heading south on the FDR. Traffic moving slowly and this little bespectacled sociopath with his arm hanging out of the window jeered erratically with, between and throughout each of the three lanes... In bumper to bumper traffic, for miles.
