Man crashed on Southbound Lake Shore Drive in IL. Car flipped, he got out, ran to me across lake shore drive, almost got hit by a car as he held his right pocket, fled the scene. He came right up to me, I couldn’t hear what he was saying as I was on the phone w 911 when he approached me
