Driver was sifting through a dumpster in a gated complex with a hook tool. Immediately left complex after pulling something from dumpster. Does not seem to me like someone who lives here and accidentally threw something away - they would not have left. Tan colored pick up with non-matching hubcaps/wheels on the passenger side of truck. Back of truck had a large metal box and other junk, and is where he placed his white hook tool before leaving.
