Guy makes illegal U-turn running sirens with no lights on when he only have a dash light, I keep observing this guy, he's wearing a suit, he's not armed and uses a small cheap two way radio in his hands and after watching him for a while he's running a car service at 40 W 57th street ( location where he pull the U turn running sirens ) Illegal in NYC and could get arrested for impersonating a public servant

lices off Fallenson drive, has been hanging around my house late at night and across.the street at Ingernational paper, he a tually put something in.my tree and now wanfs it back. .. little hacker is what he is .
