To the original poster... Please report this incident to local law enforcement if you have not done so already. They can easily look up the owner of the vehicle and do whatever it is they need to do from there. Even if they can't pin him with some charge despite you having clear evidence, he will be under their radar for a while, I'm sure.

Milling and paving the streets today and ONLY person that left their car on street!
AND they continue to park in guest parking spot ILLEGALLY on a daily basis even though they have an attached garage!
RPM (Real Property Management - our condo management company) probably won't tow it anyways = just frustrating!

Red Explorer Sport. Would I post if he was a good driver?
Ran over a tree in my neighborhood early one morning, found passed out in his vehicle nearby, several indications of events present on his vehicle including a shredded tire.
