Driver would not move out of the Fast Lane purposely would hit brake lights just to slow down and go Pace with slower drivers in right lane when prompted with headlights to move driver with slam on brakes almost resulting in an accident

This person was travelling slowly in the right hand lane. I was behind a couple of other vehicles in the left hand lane and we had all just completed passing this vehicle as we approached a part with the right hand lane must merge into the left hand lane (both lanes were merging onto a highway). This person sped up and cut in on me (while I was close to the vehicle ahead of me) so that I needed to move to the next lane to avoid a collision when there was TONS of room behind me and the other cars (where she pretty much already was).
Later on, after a bunch of cars and me passed her further down, she sped up and pulled next to me and was laughing about it.
People like this need to have their licenses revoked - absolutely no reason for driving like this.
