she turned left crossing into and over my on coming lane. right in front of me causing a crash. 17 years old and stated she had right of way. Official on site said he didn't know what driving school she went to but she was clearly at fault for failure to yield.

Ever encounter a person who just does not know the rules of driving? Well, this little lady could sure use a refresher course. She's sitting at a right turn on red while we sit behind her. One honk, nothing. Fluffing her hair. We sit there, waiting, maybe she's being patient? Nope! Second honk, gets her to at least look at traffic, as she pulls out. OBLIVIOUS.

Drives in the left turn lane and cuts legitimate lane-changers off while holding a giant phone in his hand. Learn to pair your phone and switch lanes; neither is difficult.
