Crossed into oncoming traffic to pass car on Jefferson Avenue. Weaved in front of passed car and abruptly applied brake. Stopped in middle of neighborhood street to impede driving. A driving menace.

This is an OPWDD Van Central NY region. Driving with an Individual while van was overheating. Didn't do anything to fix it, just kept driving . If the engine goes in the middle of the highway that individual and staff could get in an accident, just beacuse staff was too lazy to get it towed

Slow down when changing lanes from right lane while there are plenty of space in front.
