Person just sitting in our parking lot. Never got out of the car and doesn't live here. Was sitting there for over 30 minutes.

Black Chevy crossover (Traverse or Equinox). Reckless driving on I-526 East this morning at 9:45am. Got off at 17 North Exit. Excessive speeding (over 100 mph), weaving in and out of traffic, cutting off trucks, driving in berm on bridge passing people, tailgating, etc. Rear view mirror had a large tag with number hanging on it (like it had been in for service and not removed). License tag was not the usual SC one pictured, more white background.
