I watched him drive through 2 red lights and he cut across a parking lot to park in a handicap spot without a handicap tag

Another person blocking my driveway once again, Saturday 11/06/2021, If you run this plate number this person has over 28 tickets with a price tag of over $1,830.00, just entered the information on the 311 App, this vehicle is a Lexus SUV GX470, once this person gets ticketed I can call to get it removed, the whole driveway isn't completely blocked but I might have a hard time because my neighbors SUV is parked in his driveway. not sure if i should have this persons car towed because it will cost lots of money to get it back. Please suggest an opinion how to handle this situation.
