Drives 5 or more mph BELOW the speed limit for no reason sometimes, slows down going into a faster speed limit, then speeds up while another driver is passing them. Also brake checks when another driver has to abort the pass.

Driver does not know how to signal, he signaled right, but didn't turn right. Then signaled left. Finally changed lanes without signaling!
