If they do package thievery or cruise around neighborhoods looking for packages, then they hide the license plate and then depend on a lawyer with plausible denial if they get caught hiding the plate.
My coworker once saw a car cruising around in his neighborhood during the day. It had a piece of burlap tucked over the top of the plate and dangling down to hide the plate. Without front plates required, it works when the do a quick casing run after they see a transit or ups truck leave the area.

Almost caused an accident by cutting me off. Swerving in and out of traffic. Awful driver.

This guy parked on Steinway and decided to pee in public. He opened his drivers door and peed. Kids were looking and all. Disgusting! This is his plate and picture.
