The driver left the car and blocked parked cars as well as the whole road(see attached picture).

Dude is not only broke but is insecure. Anytime someone tried to pass him he would follow them and cut them off or even push them out of their lane.

Driver parks on a no parking area designated for handicapped people to be able to leave a car. The driver has zero respect to anyone.
