Driver parks for 15 minutes on a Fire Lane to be closer to a building. If he would park on half full parking, he would need to walk 2 minutes to a building. Lazy person who likes to break the law.

The driver left the car and blocked parked cars as well as the whole road(see attached picture).
The car was parked that way for at least 30 minutes.

Dude is not only broke but is insecure. Anytime someone tried to pass him he would follow them and cut them off or even push them out of their lane.
